Human Laws

In chemistry, you have 90-ish naturally available elements. Every atom of these elements is for all intent and purposes the same and, yet, the rules governing their relations are insanely complex. Therefore, tell me, how, for a society of millions, even billions of humans who are, for all intent and purposes DIFFERENT, the rules can be short, simple and sweet?
